Marine Terrorism Response Project 2013

The Marine Terrorism Response (MTR) Plan was developed in 2005 and updated in 2013 to provide innovative preparedness and response plans to aid responders with minimizing the impacts resulting from terrorist incidents. The tools provided by this three volume Plan (Volume I Preparedness, Volume II Response and Volume III Field Operations Guide) have application to all marine transportation incidents, extending beyond acts of terrorism to natural disasters and major marine casualties and provide tools to aid Response, Recovery and Restoration efforts.

The MTR Plan was developed as a National-Model Plan utilizing subject matter experts from around the nation, and as a result of Port Security Grant funding, is currently being reviewed, updated and validated via regional seminars, workshops, table top exercises and training.
